I am going to say yes even though a lot of people believe it is true because it's more complicated than just saying "you're a girl until you get turned into a boy through some mutation."

Anyways at embryo(assuming this is what they mean by fetus) level you don't have loveual organs, let alone an actual gender, but what your gender is going to be is already defined for you by your DNA or chromosomes or w/e.
