though there is a difference between 60 and 120 frames, most monitors dont go that high

That's just what developers want you to believe. The average eye is capable of detecting an object for a 1/180th of a second, the brain may not be able to recognize what it saw but it knows it saw something. Your brain processes images at around 30 FPS and is able to get a good idea of what each image is which is where the myth comes from. In video games you're not looking at dozens of completely different images each second, you're looking at a fluid picture where each frame is only slightly different from the last which is why 60 FPS is always better than 30.
