the only synthesizers you're going to be able to get for under $50 is the Korg Monotron, Monotron Duo (I own this), or the Monotron Delay. They are monophonic ribbon synthesizers and they don't offer much for interesting sounds, they're kinda just fun little music toys unless you use their filters for something.
If you're searching for a low budget (hardware) synth that you can actually use for composing melodies and learn how to write synthesis patches, then I would direct you towards the Korg Volca series (what can i say, Korg makes quality cheap electronic gear).

Another synthesizer-type-thing that you could get in the $150 USD range would be the Korg mini-Kaossilator 2, or the mini-kaossilator 1 for slightly less but with less features. The mini-Kaossilators don't allow you to change their sounds and force you to stick with the presets, but they're pretty fun. There's also an iKaossilator app for iOS that's like $20 and that's pretty fun to play with and write melodies and riffs with.
