Complaining about Kel asking People to vote for him is like complaining about people Campaigning during an Election.
They do it so that people support them, but the person could still vote for someone else.
Kel just did a better job at getting people to vote than anyone else did, If any of the others entered would have asked other people, they would've had as many votes too.

TL;DR what Kelblock did is fair and Charles is just over obsessing about a meaningless vote on a Virtual Lego Forum.
