I believe what you're looking for is RTB.

Admin Menu -> Admin tab -> Should be a list with green buttons down the middle where you choose a BL_ID or a user in the game to admin.

For the easy way, create an admin password. Then tell whoever you want to be admin the password.

Get the Rtb addon and go to admin menu, server settings, then admin, then click a username then click admin.
