did you try to validate your local files? (right click on the game on the list, click properties, go to the local files tab, then click validate local files.)

a PC clone. intel core 2 duo 2.13 GHZ. 2gb of ram. 1gb. gforce 440 vid card.

My net book is slightly worse than that in GPU and CPU power, and it can run L4D2 on medium settings fine

Think it could be something about his current monitor if he's using a desktop?

Update your video drivers. Run the game with the launch option "-windowed".
