News flash, this article is 99% likely to be fake.
It's sketchy and unlikely parents would like their name to be shat on, the letter is obviously fake and the images are just taken off of internet on google pictures.
And it's in the humor category.

Even if it was real, what is the likelihood the picture would even be of the same kid?  The whole article's bullstuff, but it's pretty obvious that the picture of the smoking kid with the beer is just there for flavor.
