What is plausible deniability. This was before Russia made it public that their military was in Ukraine., and there were only "militiamen" in the region, so they didn't want to let the cat out of the bag too fast.

I don't know if this has been said yet, but this should be a source mod. Some areas of HL2 is speculated to be set in Ukraine, so this would be a perfect idea for a mod. It has 2 teams, the police and rioters. The rules are just like CS but in a CTF mode. If the rioters put the Russian flag on top of the tower in a certain amount of time, they win. If they don't, they lose. This would be part of the OST.
