That's how you're supposed to rest your finger in a situation where you do not need to use your gun but you have to be ready in case you suddenly do need to use it :/

His finger is outside of the guard, it's far enough.

You were taught wrong / they were trying to imprint something in your head while you're still young so that you don't do anything stupid. I've never heard anybody say to keep your finger as far away from the trigger as possible, the most you'll ever hear someone say is keep it out of the trigger guard until you're ready to fire.

You're also supposed to be holding your weapon firmly while clearing a building.

brown townyzing the situation you'll notice that his knuckles are actually slid all the way to the center of the grip rather than being at a 45+ degree lock. He's holding the weapon in a very comfortable yet ready to snap into action position. In addition when working with such a large guard it's perfectly reasonable to hover above the trigger in this fashion. In the event that he was wading through foliage you would find him in a similar position, to prevent things like branches from entering the triggers domain.
