If there was to be a minimap, it should have a client AND server side addon to work. Because it would be OP if you could just use it in any server.

Zeblote is correct in this case, the camera must be centered at the current eyepoint of the client.  The rear view mod does exactly that.  Creating a new viewpoint floating above the client is simply not possible with client sided code.
