It's simply of requirement. Haiti and the DR need it's democratic friends, they would have helped us too.
Also, Jairo, citizens wanting the removal of a president from his office does not start a civil war... unless the congress does not agree then it gives reason. Whenever I search for "can civilians take the president out of office" only gives up "take obama out of office today!"
