Canada passes a law that requires all able-bodied 16 year olds to train for military carriers, but they don't have to be in the military, just in the reserves.

Nonnel was saying that since Panama was democratic it had the Panama Cbrown town which was an important area for atlantic democratic nations and now that Panama fell into communist hands it'll bring some trouble to the atlantic democratic nations.
