Missingno i just a bunch of random evil pxels that takes the place of a missing pokemon, one of the creators thought it would be a laugh to have loads of people asking "WTF is this evil pokemon?".

I belive Missingno is what they used to test the game engine before they had pokemon in it.

It messes up the Hall of Fame data until you restart the file. (All of the glitches do)

Missingno is the nice one, programmers actually allowed for it to happen to try and prevent unused memory slots being read as Pokemon and turned into the weirder glitches.

Which they forgot to account for all of them, so you end up with the weird Pokemon.
