should I upload it to public_html?
I'm guessing this off of the structure of my other website.

Okay, I made a file in html. I want it to be what people see when they enter the site.
This is the first thing I see when I start up the ftp.

Now, as I go into public_html folder

index.php is my code
the site is still the wacky default thing that wasn't made by me

I tried to replace it with a .html file, nothing really changed. Still the stupid default page (go to the website to see for yourself).

Do you know how to properly format the stuff? (html and php files, basically where to put them.)

The "default page" is the registrar's thing. Did you forward the DNS servers to your host?
