A ton of servers with fake bots that redirect you to an empty server, yes, but there are a few good servers.

not anymore tbh
the amount of redirect servers is frustrating mostly because they're at the top of the serverlist and all the servers they redirect to are dead
most modded servers are either zombie servers which are usually empty but with a fake player count or promod servers which is a sort of stripped down CoD4 to balance it as much as possible for pro players
also, more often than not servers also have hardcore enabled which honestly sucks and hackers take advantage of those pretty often because people can't see killcams, die very quickly, and have no way of removing them

cod4 pc is pretty much ruined by friendry like on consoles

surprisingly, Modern Warfare 2 is still in great condition. The only downside is the lack of players in the more selective gamemodes, like Sabotage or 3rd Person TDM.
