I also find it somewhat unfair that Pacnet is supposedly not allowed to create a drama because he has clashes with the community.  Let's say that a guy robs a convenience store and goes to prison for it.  He gets out and later has a burglar in his house.  He calls 911 and the operator hangs up because he robbed a store and now he deserves it.
