Uh, that was the idea of the bluepeter badge. It'd give you free/discounted access to various places. The "scandal" was people making their own or selling them online.

Hammer is a 3d level building program, and is free if you have Half-Life 2.

You might be able to find a standalone copy of hammer or world craft lying around still, for free if you look. But it probably won't be the most recent version.

Just use Torque Constructor if you don't have Half-Life 2. You should probably use it anyway, since it was made for the engine, and doesn't require you to import custom textures through some strange and needlessly complicated method.

What's this world craft thing you're talking about?

WorldCraft was the predecessor of Hammer, used for making maps for Half-Life, Quake, Quake 2 and a few other games.

The version of hammer which can be used to create interior maps is free regardless of whether you own HL2 or not, as it is not a part of the Source SDK, and can be found here: http://collective.valve-erc.com/index.php?go=hammer

As Wedge said, you're better off using Torque Constructor, as it doesn't require setting up and using strange archived textures (.wad files).

I use hammer 3.5, 3.4 is slightly more obsolete than 3.5 is.
