Text-To-Speech Addon?

I know it's been done, but I can't find it.

Also, I know Subpixel (I think) made one, but it requires a certain program to be open.
I want one that doesn't require a porgram to be open, or it opens the program on it's own when launching BL becaus im lazy

And yes, I did search, and no results appeared.

the speakonia platform or w/e is probably the best you're going to get

if you care that much about having text-to-speech that's probably one of the best ways you're going to do it. an external means.
