probably cus on difficulties 1 and 2 the ai can't declare war and barbarians can't enter your territory

on 1 they never will
on 2 you have to be like literally lucifer, prince of darkness, and they all have to be allied together, and then maybe they'll attack you.
4 is fair game i think
