Basicly a tool or a paintFX that could add a bit of reflection on things like a vehicle for example, so we could have matte, metallic or chrome vehicles

The reflection could reflect the skybox like most of the games do before real-time reflections was implemented, also I've seen some fail-binned or unfinished old add-ons that had some reflection on, I believe it's due to the lack of textures? Not sure, but there was this star wars vehicle which had a bit of reflection AND textures

would be cool if the vehicles could have the pearl or chrome/other FXs on it but i dont think thats possible

This used to be a thing before shadows and shaders, Milkshape 3D's Torque DTS Plus exporter has an option for the intensity of environment mapping, which would reflect the skybox texture, but i haven't been able to get it working

Not sure if it disagrees with transparent textures or colorable models or if it just doesn't work at all

i think it still works but only with shaders off  :(

I don't think you can do this anymore. Somewhere in coding help is a post explaining why (I think it was ephi) but I can't find it right now.

First we'll need non-texture forced FX, so we can have better ones, then this will come

I doubt this would be possible, especially on vehicles.
But if it were to be possible, there could be a new column for this with intensities.
