Very true, but the game is so old and in such an old style that it would never look exceptionally better if redone in HD, without entirely rebuilding the game from scratch.
And if you're doing that just for all the provinces, you might as well stick with TES:Online or a single-player version, even though it's not the entire world at the moment, and is slightly iffy on Lore (mainly just to accomodate MMO gameplay though).
HD remaking Arena might be cool for Arena fans, but I daresay that it's of that traditionally old style of video game that it probably wouldn't be well recieved by all modern younger TES fans.

That would be the absolute best game possible.

I'm very happy with TESO for that fix at the moment, but given the opportunity of a single-player (or at least not MMO) Skyrim quality game with all provinces, I would drop TESO in an instant (or maybe not that fast, since I've paid a lot for it).

and it would also be cool if like, there wasn't just one big main questline, but several different big questlines. and you could complete them all with one character of course, but depending on what race you chose you'd start off in the appropriate province and be thrown into one of the questlines
also, it would be cooler imo if traveling between provinces wasn't like going between vvardenfell and skyrim, in Skyrim, but instead you could just walk on foot between them if you choose to do so

but sadly this is quite a pipe dream
