Why is this even something to complain about? Like, some of the best times I've had playing videogames were when admins started shaking stuff up and making the game different. Variety is a good thing.

Yes it is. There is no indication he had permission from the hosts to change the weapon loadouts and fundamentally changing the weapon balance like this can only result in chaos.
It's not abusive if it doesn't ruin the server and the experience of all the players
But it does ruin the server for a good number of people. I know if I was playing on a TDM server like Heedicalkings; I'm there because I like to have semi-realistic team-based shooter gameplay. If I want a Rocket Launcher TDM I would go somewhere else.I don't know what Greek's admin policies are (assuming he is the host), but I know that when I host a server I most certainly do not want my admins changing big things about the dedicated minigame like weapon loadouts without my permission first. That is the second reason why I call abuse here.
