Well, it's anime styled and it's meant to be Japanese.
At core though, it is a western developer though, I suppose. At least mostly, I think Four Leaf Studios can have Japanese developers as they just gathered people from 4chan.

The core concept originated from a bunch of sketches by a Japanese dude, but the game itself was developed entirely by Westerners.

Even then, they did an excellent job on that game. I practically did all the storylines except for the obvious "shygirl" bait you get at the beginning of the game.
