note: don't worry about the military strength map too much

that's mainly for me

yknow so whenever someone says "I invade x" I can mobilize their actual troops and do some actual calculations

so that way wars won't be so one-sided and will actually be a threat to factions (especially those overextending or being backdoor invaded)
