This is from when I had the issue in 2010, but it should still work:

Open your Start Menu, right-click on Computer, and select Properties.

On the left side of the window, click on Advanced system settings.

Click on the Hardware tab and click on Windows Update Driver Settings.

Select Never check for drivers when I connect a device and press OK.

Open your Start Menu and search for services.msc; click on the first result.

Scroll down to SSDP Discovery, right-click on it, and select Properties.

In the Startup type menu, select Disabled and click on Apply and OK.

Open your Start Menu, right-click on Computer, and select Manage.

Click on Device Manager on the left and select Uninstall on ITECIR driver.

Make sure to check off the checkbox to take out the others and click OK.

Open your Start Menu and choose to restart the computer normally.

Upon restarting, select Don't show this message again for this device.

Navigate to SDDP Discovery again and change Startup tpe to Manual.
