So I have this really kick-ass idea for a Google app, and would like to submit it.

Lol what is with you people. Google is one of those companies that loves supporting unique ideas brought to them by students and the like.

I don't know what setro's suggestion is but if it's of any value he could get someone at Google to get involved.

Unless I'm thinking about this wrong and he just wants to say, "Hey Google you should totally make this app to do this thing," and isn't submitting like a proposal for some cool new idea or service he actually wants to work on.

I don't know if I want to hear this idea or not.

idk what you've based that off of but they aren't ignorant money-loving pricks as you seem to be implying

there's no easy way to get an idea through google even if you walk in and say it out loud, but there's a variety of ways of getting it to them for sure. keep in mind they literally hire people to think up new ideas so don't be surprised it's already been thought of
