I dunno, they kinda do.
Even though the only thing North Korean citizens can access is probably some North Korean news/government sites and some scientific stuff and e-mail, which means that probably qualifies as just an intranet.
I believe authorized citizens as well as the leader get access to global internet. Maybe tourists do, but I'm not sure on that.

North Korea isn't a real country.  It is a school project for a 5th grade government class.
