Mexico proposes that the four nations that constitute the Latin American treaty should sign an agreement that any colonization or occupation of American lands is illegal, and that in such an event, the armies of all 4 nations would unite under a Military Council headed by Mexico, the creator of the alliance. After 4 years, the head of the military council would shift to another country. This is in response to Germany's expansionism in Europe and the takeover of the Falklands by the Axis.
