These are the specs she sent, versus the minimum requirements listed on Gmod's store page.

I would look at this myself, but I am terrible at this kind of thing.

CPU

Have: Intel(R) Core(TM) i5-2450M CPU @ 2.50 GHz

CPU Speed
Minimum: 1.7 GHz Processor
Have: 2.5 GHz Performance rated at 6.25 GHz

RAM
Minimum: 512 MB

Minimum: Windows Vista/XP/2000/7
Have: Microsoft Windows 7 (64-bit)

Video Card
Minimum: DirectX 8.1 level Graphics Card (requires supoort for SSE)

Would she be able to run it, even if on the bare lowest settings possible?

apparently you don't know anything about specs. Intel HD Graphics can run a lot better than you think. Along with the processor, as well. This should run Garry's Mod splendidly.

My friend has the same card and he could run Skyrim on medium settings at 35fps, so yes it can run Garry's Mod.

Try running TF2. It is on the same engine.

Garry's mode isn't a graphically demanding game.

Yes they can run it easily on the highest setting with those specs.
