Make sure it's in the correct folder, the old bolt folder is deleted, and the addon is enabled.

Do NOT right click the download link and press Save As...
It's a common mistake, and should be avoided.

Amazing model, great car, fabulous modeling...BUT...one thing i noticed is that the turning is wierd. I was going slowly and turned and it looked like the back tires were just being dragged with the turn instead of rolling in the turn if you understand that...in other words, the back tires aren't reacting like all the other cars' in BL when they turn

It may be the fact that the tires are moving fast (Since this is a really fast car), but can you show me some video evidence on what you're pointing out? I understand what the bug is and all, but you might be seeing things.
