Would messing with the network settings (specifically the four bars) in the network tab; do anything for improving my hosting? Lag reductions?

If you have a good internet connection, you'll want packet size, rate to client, and rate to server at their max values. Lag threshold should be lower if your internet is fast, but you shouldn't set it too low.

I have a 3 MBPS Upload speed; I'm assuming that counts as a good internet connection?

Good enough, yes.

Basically if you send big packages it will be faster, but if you have a bad connection the packages can get easily lost.
Thus the bigger the packages, the more lost with one package.

You should set all of them to max.

The packet size slider does nothing, packet size is locked to 1024.
