how do you splice words in sony vegas 12?

I'm making some Youtube Poops soon and I need to know. Here's an example of what I mean. Lets say I want to make the words "cops coming" into "roosters coming" (lel.) I've seen other poopers doing this, but I'm not sure how. Any tutorials? I can't find any.
