Creating weapons isn't as simple as that. The exact composition of alloys, the way parts are heat treated, the machinery needed to creat specific shapes and stampings, etc. are all important to making a good weapon. Sometimes blueprints for these things are only located in specific places and are hard to reverse engineer.
