really nobody lives in these lands except for rioters or people scavenging or whatever, when you 'invite' an area to join you it's kinda a blank invite as the people really don't care. you could expand your borders and claim the land to be yours, though.

I feel like while this might be true, I'm pretty sure they would at least slightly object to suddenly being subject to laws and taxes and stuff. Don't you think there should be some kind of consequence for just blindly claiming land? Ang-Stell isn't just going all gung-ho on Canada, we're purposely going slowly to gain acceptance (though claiming a once Anglosphere nation does make it easier).
