i couldnt quote the exact ordinance since i dont know his county. but im finding stuffloads of them from florida counties.
abandonment is what OP describes they did (the legal term)
and thats a 1st degree misdemeanor with a 700 dollar fine.
all detail the need for a "controlled" pet with either fencing or leash. all apply to dogs and cats.

i could literally list 40 counties all with similar laws.

only certain counties require leash laws so theres no way of telling if it was illegal or not

its not about enforcement. most smaller laws exist so its easy to find the blame. or insurance related.
maybe they cant find or punish the animal abuser if its some random guy in town. but they can still ticket the owner for having cat guts squished all over the road.

I don't know if the laws are different in the Netherlands but in my neighborhood, pretty much everyone lets their cat walk outside. Whenever I go outside I always encounter at least one cat.

Just like this in Jacksonville, Florida. In California I don't see any animals except dogs and even then they're on leashes
