Have you given your local Communist leader a bear hug? That tends to set your alignment and start giving you points with them / take them away from the US rep(-+3 points, either side, depending). If you want even more points, go as a dictatorship(+1 point per month with the USSR) and get a good reputation in general (no idea how to change this actually, but it gives at least +1/2 points as far as I've seen, even though it most likely goes higher.)

With growth, there's a main option of getting a stuffload of stability(up to +5 million growth/turn[constant increase]), but you can also increase it through begging the USSR  for developmental aid(takes 10 rep points with the USSR, but increases growth by 2 million per turn[doesn't constantly increase though]).

so I declared war on some guy who was picking on newbies that had 0k troops

I beat the stuff out of him and he spammed recruitment to try and escape,
I beat the stuff out of those too, and he's lost his entire air force as well.
Now, he's sent me this:

I'm prepared to pay tribute, send supplies, or do whatever it takes to end this war. It will not end well for either of us if it persists. I will not give up my fight. If you are ever able to conquer me, I will make sure that there is nothing left for you to take. Consider my offer of peace.

He's bumped up his troops from 5k to 29k personnel, he has almost no manpower left, no airforce, but he's got elite-tier troops.
This is going to be hilarious, I'm going to bomb the stuff out of him first and then train troops to elite so I can attack him
He won't be able to attack me because of my defensive bonus; every time he's attacked me, regardless of training level, he's lost 12k troops and I lost 2k.

quick edit: I just noticed that he's moving to the Authoritarian side of the spectrum using the 'declare martial law' button to get 10k troops.
He's lost a stuffload of stability as far as I can tell doing this, and it's cut a good swath into his growth(he's at -2k/turn, he was at 4k/turn when I originally saw him).
oh yeah and he's pro-america so I get bonus rep with the USSR for this as well as good rep yay

see, my issue is that i tried smuggling drugs into the US one too many times, and haven't realized until now that it decreases my foreign reputation in general.

I might need those, I'm at 37k right now and I have no idea if I'll take heavier casualties during these next few turns.
Or I could do something truly sneaky and accept his peace offer(for a tribute), and then give you troops and let you pummel the stuff out of him, lel.
