I don't recall there being proper mod support for GTA IV either, but that didn't stop the modders.

for all ya'll doubting, i'm p. sure rockstar planned this one out better than GTA4. they probably just dumped GTA4 on R* Toronto and said "make it run on PC by holiday shopping season or else."
