Well I think there must be a reason for making it dedi-only.
Why wouldn't the maker make a non-dedi version if he could?

I'm pretty sure i made a fix for non-dedi servers to have the mod, and its on my mod topic.

In the old version, i made it not load in dedicated because the host's timescale affected everyone elses.
The new version just disable's the slow motion death from happening to the host only. Everyone else will get slow motion.
