Steam Download issues *FIXED*

For a while now I have had lots of slowness with Steam downloads where they would run at ~5 Mbs per second and then drop to 0 for a period of time. Now every update I have is stuck at 100% and refuses to finish updating. Nothing I have tried has helped, and I have been waiting for 15 minute for Steam Support to activate my account, so I may as well post here while waiting.
No, no other downloads are affected by this
Yes, I have tried to run as admin and verify the local game files
yes, I have restarted Steam

UPDATE FOR PEOPLE FROM THE FUTURE:

If using Windows, go to the Processes tab of the Task Manager and disable anything you know will not affect your computer. what did it for me was ending all nVIDIA processes I could.
