On top of that there are schools with labs, hospitals, pharmacies, vets, industrial laboratories and more.
Not all of the staff lists would be available.
That alone, Buenos Aires is the capital of Argentina, with approx. 3 million inhabitants.
You're not going to have much luck tracking one individual down with such vague details, particularly when you're pretty much just searching for Carlota/Mateo, two very common spanish/portuguese names and a surname which is shared by a lot of people, particularly Jewish families.
