help me identify this mysterious tag

i was replacing a cable splitter outside when i noticed a thin, green wire (appeared to be copper on the inside) sticking out of my house
this tag was attached
i dont know what it is, help??

Green wire is usually ground wire. Do not disconnect ground wire because of the fact that you're risking electric shock unless you know what you're doing.

ok seriously try reading the OP again and then look at what you just wrote. The tag was zip-tied to a wire on the outside of his house, more than likely a ground cable.

Can you trace the wire at all? is it hot?
