Steam's doing.

If you own the game, you can't buy a pack. This is because one copy is automatically added to your library, and rest is added to inventory. Although, the 4 pack is the same price as buying 3 individual copies. So you could make an alt steam account, buy the 4 pack, send 3 copies to your main account. Same price, free alt.
