I'm done talking to you, you are far too thick to help.
"authorities" (assuming this means authorities in professional writing contexts) object to the use of swearing too, except in writing stories, I'm sure, and not only is that something I'm sure you do plenty of, but it's common in informal situations. also, those authorities have no say in social contexts. I'm really not sure what kind of authorities you were assuming it meant

ah; you're right. I fiddled with my mouse settings and set the polling rate to its minimum and the lines were smoother. funny that. i guess i should find out what the hell "polling rate" even is. xx

You'd have to search online; apparently the dotpdn.com where the download is doesn't archive older versions.
Scratched that, kept trying my luck for newer versions and looks like this is the newest one pre-4 build I can find. http://www.dotpdn.com/files/Paint.NET.3.5.11.Install.zip
