idk what the forget you're talking about but almost all gamecube games run in 480p (60FPS) with the right cableand a lot of N64 games ran in 240p (60FPS)..and almost ALL consoles before it ran in some form of 60FPS too (SNES 240p, Genesis 144p, etc)
How the hell does the Xbox one then not manage 60fps
