Obrad calls her a psychopath and recommend a psychiatric evaluation (not his place to say, by the way) for her eagerness to kill in one sentence, and then the one immediately after expresses that more people need to be killed. Either he's a hypocrite or admitting he's a psychopath himself.
Except Raiden Team said that she was Zealous, not psychotic (only a little bit). So, Obrad admitted his fault and said the more soldiers the better.

The Captain finishes her coffee, sets down mug and gestures a waitress over, paying both for herself and you (if you ordered anything) and getting up, grabbing her bag. She tilts her head at the laser tag comment, thinking. "Hrm, well I've never been to this city, and I knew there was a shooting range because of a passing comment from one of the soldiers walking around. Ah well, if there is a place I'm sure it'll show up one way or another."

"Well, let's get going." I open the door for the Captain and follow her on the street, momentarily looking at the illuminated buildings all around us before closing the door behind me.

I chase after the plane whose intake caught fire and give him a little more cannon fire. Then, I turn and go for another J-20, who is paying attention to Rye.
"Turtle, I've got the one on your six. I've been hit and I'm rapidly losing fuel. Lead, requesting permission to head to the nearest friendly base. I don't have enough fuel to continue fighting."

"Thanks." I say before I do some high-g maneuvers in order to lose the J-20 on my tail, all the while trying to get Steele a good target or just try to fire on the bandit myself.

Six missiles leaves it very disabled, though your HUD is now displaying a heat warning.

It means if you fire more missles you fighter will suffer critical heat damage. Qwepir said in in your guy's first mission.

I probably won't be able to get a promotion if you keep stalling by getting shot down.

COMMUNICATE
Your HUD displays a heat warning and advises you to let the MRM pods cool off for a while or risk serious heat damage.
God forbid you retain any information.
