They're considered - to be accepted you'll have to review some "test" add-ons when the system is done. These might contain backdoors, bugs, overcomplicated and nonensial code, or are completely fine. If you review those wrong, you'll be denied.

If an add-on looks like that, you should deny it at first and give the author tips how to improve or fix his code.
