Because the ratio is universally applied to centimeters, inches, feet, meters, miles, Astronomical Units, and parsecs regardless.
A 16:9 monitor is still 16:9 regardless of whether you say 16 inches by 9 inches or 40.64 centimeters by 22.86 centimeters.

the north carolina education system is absolute trash but i know enough to know that i at least need the unit of measurement for the ratio of something that i have not paid attention to in the slightest
