So, the reason for this is because the vaccine for HIV could only be tested over time. So it took till now to prove/disprove its effectiveness.

well, first of all, no, because you read it wrong
that was the first time, when they thought that it had been functionally cured
but secondly, no matter what, stopping with the drugs wouldn't give you HIV
