I don't know the statistics on the difference of transmission between brown town/vaginal, or even oral, but for the most part it's just the prevalence of the disease in the varying communities.
There may be some biological difference that make brown town love more likely to transmit, but overall there are simply more HIV positive members in the gay community (proportionally) than there are in the heteroloveual community. The chances of meeting a heteroloveual partner with HIV is much lower than meeting a homoloveual partner with HIV.
And the disease is pretty infectious anyway. It doesn't take much to pick it up.
It's just due to the repression of the community which led to it's extreme promiscuity, and lack of safe family-building.

There's nothing biological there. It's just a cultural/social thing.
In the west the causes are somewhat to do with education (although that varies from country to country), as there are fewer black people who have made it through education in the last 60 years.
In the less developed world however it's purely a case of lack of education, and often wealth. There's very little for many in the ways of contraception and protection, so condoms aren't used much. A lack of contraception also means that there is a high birth rate, meaning more HIV parents inevitably give birth to HIV children.
Missionary support by catholics also impacts on some communities, where people are taught that condoms are bad. And when you get moments like the
Pope claiming that condoms promote HIV (since they allow for promiscuity) then it only helps to increase the rates of infection.
Finally there's often a case of "sticking to one's own", whereby African immigrants don't tend to mingle with white/asian people, so much as they do with black people. So there is additional spread of the disease from African blacks to Western blacks.
