I am on vacation right now and the only internet access I have is 3g on my Ipad, so I was going to transfer a downloaded addon (duplicator) from my Ipad to my laptop. But when I hit the download link nothing happens.

You can't download stuff on any apple device. It's impossible without jailbreaking it.

You can setup your Ipad to receive 3G and send out Wifi so your laptop can connect via it.

No, it's called WiFi tethering and is a supported feature. The only catch is that you usually have to have some addition to your service plan if you want to use tethering.

Most if not all of the downloading applications you can get on the app store allow you to file transfer, where you can go into iTunes itself and put it onto your computer. The app should have directions as to how to do this.
